Default Changing tempo changes input latency?

Its been a while since I had a chance to be on this forum, but I had an issue that I'm trying to understand.

I have my input latency offset manually set up for a specified number of samples. Works great on the project I set it up at. Sample accurate. But I notice that as soon as I change a tempo by inserting a tempo change, the offset is all wrong. I take the tempo change away and its back to normal. Why is this?

A loopback test shows a click source track not aligning with the recording if the tempo is different. Not certain what setting I have that is influencing this. Anyone experience this?
