Default Cannot record MIDI from another Track

v5.984 on Both Windows and mac

Bug Steps:

* Create Source Track "src"
* Insert JFSX "MIDI Chorderizer" into src
* Create Target Track "tg"
* Insert any instrument into dst, e.g. Avenger

* Create Send from src to tg, using the default settings (MIDI All --> All)
* Set tg input as NONE
* Set tg Record from Output | MIDI
* Set tg Record Arm On
* Set tg Monitor On

* Draw some notes in src

Now I can here Avenger playing chords as the project playing.

* Start Recording

Now I can still here Avenger playing chords as the project recording.
However, nothing was recorded into tg.
tg can create empty MIDI clips during recording, but contains nothing.

Avenger (or the default setting in Reaper for plug-ins) may well be discarding the MIDI.

Disable Avenger or disable the MIDI Output option (right-click the [Out] button at the top-right of the plug-in GUI wrapper) and try Recording again.
