How to turn off Options: Show overlapping media items in lanes?
As far as I can tell, there's no option in the actions list or preferences that would turn this off.

It's a toggle. So in actions you just run this action and in the right side you can see the state. If you make a toolbar button for this action it will stay depressed when on.
Options: Show overlapping media items in lanes off

It doesn't turn off, no matter if I run the action or click on it in a toolbar.

Are you unable to turn off the check box in the Options menu ? Can you toggle other checkboxes on the Options menu ?

This option will be force-enabled when you use Options -> New recording that overlap existing media... -> "Creates new media in separate lanes". No change in behavior from previous versions and makes sense if you think about it.
