Sure. Previous versions (all the way back to v0.41!) can be downloaded from https://www.reaper.fm/download-old.php.

What is the exact problem you are having with the latest one?

Sorry to hear you're having this problem. Can you say please which version number this is? The "latest" yesterday might not be "the latest" today. Thanks.

I'd like to go to a newer version but it just seems too many people have problems with it. I wonder if the silent Reaper gods are taking note and doing anything about it or just creating the next nightmare

Really?

I think I've only seen on these forums in the last 4-5 years, one or two Post-Reaper update issues that were actual release bugs which had to be immediately addressed by the developers. The rest of the issues that I read about turned out to be either user error or misunderstanding.

I can only speak definitively from my own experience but I have never had a single update problem, coming from v4.xx until today.

Agree with Uncle Swede. Only issue I have ever had was when I accidentally updated to a 32bit new version instead of the 64bit version!

OP: you might want to try re-downloading 6.28 as a portable install (there is a checkbox for it when you start the install) and seeing if that one has the same issues as the version you are currently using.

A portable install allows you to reinstall without affecting your current install.
