Default Freeze only VSTi leaving remainder of FX chain unfrozen?

Is it possible to freeze a single effect on a track, rather than the entire chain?

For mixdown I'd like to be able to freeze costly VST instruments, but leave subsequent FX processing on their tracks unfrozen and tweakable.

(I understand that the signal flows from top to bottom, and so if an effect in the middle of the chain were frozen, it'd be necessary to freeze all preceding effects - I mainly want to be able to freeze just the first effect)

Yes. Freeze up to selected FX in the FX menus.

I guess what I would do is select all the non VSTi FX and save them as an FX Chain and then remove them... then freeze the track then add back that saved FX Chain.

I guess you are doing a lot of unnecessary steps then.
