Xtouch - Function buttons stopped working

Been using my Xtouch (regular version) for over a year without a problem. The other day it stopped working completely with Reaper. After making changes & switching things around found the USB cable was bad.(intermittent which why was difficult to diagnose) Got everything else (Faders, Transport, etc.) working again but my Function buttons do not work. If I go to the Action List and try adding new Shortcut it does not recognize the Function button as pressed. If I press the buttons across the Global View (like User or Outputs) it will see it (like "Midi Chan 16 CC 68" for Outputs) and add the shortcut to the action list. But none of the Function buttons are seen.

Tried using Klinke, Mackie Control Universal & others and it is the same with each. Xtouch is set for MC mode. I know I tried a bunch of things before I realized the cable was bad. Not sure what I am missing.
Anyone have any suggestions?
