Actions Stay Mapped EVER

I have come with this "problem" in reaper actions:

This keys bound to this actions CAN NOT be deleted by any means:

Item Properties: Pitch item up one semitone = Shift+0

View: Zoom in horizontal = + or Plus Key

View: Zoom out horizontal = - or Minus Key

SWS: Open Console = c

They are set up by default but can't be changed or even deleted... Reproduce:

1. Clean install of Reaper
2. Open reaper
3. Go straight to actions menu and click "show actions list...?"
4. In actions window delete EVERY key mapped to all actions
5. Close reaper and open it again
6. Go to action menu and click "show actions list..."
7. Look for:

View: Zoom in horizontal = + or Plus Key
View: Zoom out horizontal = - or Minus Key
SWS: Open Console = c

SEE?... They ARE STILL MAPPED!!!!!!!!! They are the only ones! This is really annoying because I used to map "+" key to "Insert track..." and every time I open Reaper it's not mapped to this... I got mapped "-" to "Tracks->Remove selected tracks" and EVERY time I open Reaper it's not mapped to this.

Confirmed, but possibly hard to fix.

Why? I really wanna remove the + and - keys from these actions:

I mean it works. But after closing and reopening Reaper, they are mapped back to "Zoom in horizontal" and "Zoom out horizontal"

In Reaper 2.41 I've used + and - to toggle tracks to maximum and mimimum height.
