Default PPQ in the Project Settings instead of Reaper Preferences

Reaper projects could have their own PPQ number. Now it's only global.
It can be useful for sample accurate syncing midi events with audio. We will be able to hear exactly what we was playing on the midi keyboard. All you have to do is calculate the PPQ value for each project, which depends on the sample rate and tempo. For example, in project with SR 44100 and a tempo of 120 bpm this will be equal to 44100x60/120=22050 ticks. But another project with another SR and bpm will have another PPQ. So we need to be able to set this number in Project Settings.

I think there are dozens of things in global settings that ought to be moved to project settings.

Definitely +1 for this. If you've set Reaper to 15,360 PPQ like I have and then change back to 960 at some point you really have no idea what is at 15,360 and what is at 960 when opening previous projects or worse, if the project has a mix of both since the pref change doesn't modify existing items.
