It's not a direct (on/off) toggle action, but is toggled (back to off) when a different associated action is triggered. You'll get a list of associated actions if you filter in the Action List for
"MIDI note left drag".
To switch back to the default setting use
Set default mouse modifier action for "MIDI note left drag" to "Move note" (factory default)
Here are three possible ways to switch between the two actions:
Using two different shortcuts
- one to toggle on 'arpeggiate'
- and one to toggle on 'move notes'.

Ctrl: Stretch notes (arpeggiate/chordize)

2) After hitting [Apply] in the Cycle Action Editor assign a shortcut to this Cycle Action in the Action List
Section: Main
3) Then assign the exact same shortcut (you used in step 2) to the action
Misc: Pass through key to main window in
Section: MIDI Editor in order to pass the shortcut through from the MIDI editor window
As a side note: you can add as many shortcuts to "Misc: Pass through key to main window" as necessary (in case you need to pass through multiple different shortcuts).
