Default Triggering play/pause leaves hanging midi notes

If I pause reaper using the play/pause action while any midi notes are playing in any tracks, the currently playing midi notes often sustain indefinitely. Occurs about 2/3s of the time triggering via midi controller and about 1/3 of the time triggering via enter key.

I can stop the notes by hitting F3, but moving back to my keyboard from my midi controller every time is not a functional solution.

Problem exists on a 100% fresh copy of reaper with nothing but one track and reasynth.

I'm in the process of learning the software, so I'm not sure if I'm missing something obvious, but this feels like really buggy, inconsistent behavior. Any help appreciated.

Any answers, questions, etc? Help?

At the very least, as a band-aid, is there a decent way to trigger the stop all midi tracks command immediately after play/pause automatically?

Checking around the forums, it seems this bug is pretty common and goes back years and years, so maybe there isn't a fix? =(

Fixed by replacing all instances of the play/pause action with a custom action of play/pause then send all notes off to all midi. I thought this wouldn't work for the play half of the action, since it is sending play then stop midi, but for some reason it does.
