Default Linking Master Limiter Parameters in REAPER video

After following the instructions to the letter I cannot get the sliders to link as in the video.
Does this actually work or am i missing something?

Yes.

If you actually followed the steps exactly, it should work just fine. Can you show a screenshot of the Parameter Modulation window?

Oddly, having re-loaded the project, it appears to work as expected - by adjusting the threshhold the ceiling moves with it.
I have saved it as an FX chain in the hope that, if recalled it should still work.

This procedure is totally unreliable: I did save it as an FX chain which i loaded once and it worked fine - however loading the same FX chain recently it did not - presenting the same problem as before with not linking ?
