8/8 + 7/8 = 15/8. NINJAM happily supports a BPI of 15 (or probably better 30 or even 60). That works if it's regular - i.e. one bar 8/8, one bar 7/8 over and over. Most music has patterns and NINJAM works for most patterns.

It's best to work with a BPI the encompasses a whole phrase, too. For example, 12-bar blues should have a BPI of 12 4/4 bars = 48; much jazz works on a similar phrase length.

Very little music is actually constructed of four bars of 4/4 that repeat, which is what a BPI of 16 implies. It forces simplicity, which isn't necessary.
