How can I use MIDI Program Change to control/change focus of different VST's in a track.

Example:
On Track 1, I have a looper VST and Guitar FX VST.
I'd like to be able to switch between which VST my foot controller
is controlling by sending Program change events.

Is this possible?

Note: I am aware that I can already do this by using multiple tracks,
but would like to do this in a single track and use MIDI Program Change events.
