Dude...I had know idea we had this amount of control! This one rocks for me modified slightly. The Pro Toolers will like this one but it works better in Reaper because you just have to hover your mouse over the area that you want to apply the split to:
Shortcut: B
Actions:
Item: select item under mouse cursor
View: move edit cursor to mouse cursor (no snapping)
Item(s): split items at edit or play cursor
Item: Unselect All Items
