Yes, the IEM MultiEncoder is perfect for the conversion, but you will have to set the tracks channels number to match the order you will use, not the file one.
Avoid the ATK, they are nice but limited to 1st order which is not acceptable in most cases, except of course for processing 1st order microphones files.

If this is for processing and to return to channel based at the end, you will better use 7 th order / 64 channels to keep to original spatial accuracy.

At the end of the processing you will have to put an IEM AllRADecoder to hear or render it to your speakers.

BTW, why do you need the ambisonics conversion for ?
If it is for compression or reverberation it could be better and simpler to use 8 channels plugins, but yes, they may not be free...
