It doesn't contain a desktop that's why it's called core.
GUI
applications are 100% possible, I write them all the time. So yes we are speaking of different things, it's a no-brainer that the desktop GUI doesn't exist as it was the first thing I mentioned when I said "headless" that's what that means.
But you can write GUI applications on Pi/Win10 IoT FREE all day long.
