To do that I think you want to check out the link that shady posted, where you can connect extra keyboards or mice and register them as "not keyboards" and trigger things with the keys.
I just map the numpad keys to stuff, e.g. Numpad-5 maps to some action in the reaper keyboard prefs, because I don't generally use those keys on the main keyboard anyway.
