The links are a little misleading. They are trying to promote UWP (universal apps) in the examples - even the cakewalk statement is carefully worded. That's managed code, not native (Reaper is native) so that's not something Reaper will or should add. However, if the BTLT stack is accessible outside of .NET (probably is) then whomever owns the BTLT device can just expose standard MIDI ports as part of their driver and reaper (or other DAWS) could see those - otherwise it won't happen because again, native vs managed code/platform.
