The .ini is directly in REAPER's resource folder and the .db is in the "ReaPack" subdirectory. Yes you can simply delete the files along with the "ReaPack" folder to start all over (it will forget what it previously installed). Make a backup before just in case.

I tried what you described on my Windows 10 machine, but here I can't get it to break by simply running as admin and updating.
(To be exact, the original update problem wasn't a permission issue so starting as admin would not have helped.)
