I think its VideoLan's fault as their VLC is used in Reaper as decoder. You could install ffmpeg and use it as alternative decoder to check if its really VLC dependent.

I also had found a bug in VLC as I wasn't able to create video loops because the last frames always got stuck. That was reason enough to write several bug reports at the Blender bugtracker until I had realized its VLCs fault. Then I "spammed" VideoLan's bugtracker. Hope they fix this in the next release.

So its always good to have an alternative decoder like ffmpeg to find the root of the problem.

Not sure which system you have. But you have to download the "shared" package. Put those dlls into Reapers user plugins directory and change the decoder priority in the user preferences.
