It's like this (to my understanding):
If a plugin reports latency to Reaper, Reaper delays the other tracks the same amount the plugin causes latency so everything is still in sync.
Now if you disable PDC on the Reverb's track the plugin still needs the same processing time, but the other tracks aren't delayed anymore.
In case of a Reverb send (Reverb return bus actually) this would be the same as dialing in Pre-Delay in the Reverb (= the Reverb sounds x ms later), as mentioned above by Judders.
Does this make sense (or is what you're asking)?
