Just to clarify:
- Have you already tried doing a [Clear cache/rescan] (instead of a 'normal' [Rescan]), as ivansc suggested in post #2?
- What operating system (Windows, macOS, linux) are you using?
- And can you please copy & paste the whole VST plugin path (currently shown in Reaper's preferences) here?
