What I would like to do now is take the sound of the wind and create about one minute of it to extend BEFORE the song starts and have it tie seamlessly into what is already there.
You could move the wind noise item to start as early as you want. Then with the item loop source on (from Item properties), simply drag the item to extend for as long as you need.

Depending on the original item, there might be a noticeable change at the loop point though. In that case you could copy the original item or part of it instead of looping it. Then you could paste the copy where you want and place the items so that they overlap a little. Given that you have auto-crossfade on, the overlapping section will be automatically crossfaded. Fades can also be adjusted manually. This will often help to quite literally fade the differences between the end of the first and start of the next item.
