Edit: some more details
I removed all assignments, and just made an assignment to the envelope lane. The toolbar will not pop-up when the cursor is over the envelope lane, but it will when centered in the track lane that the envelope belongs to.
Note I do have separate lanes for my envelopes enabled as a preference. They are not superimposed on the track.

Can you please supply example project, your BR.ini and REAPER.ini and gif of the problem. Also if you're using localization or custom theme, I will need those too. Thanks!
