In Settings there's an option to create surface size >2048 - if you set this option you will get a maximum surface size of 4096x4096
You cannot create bigger than this - it's already a hack to enable sizes >2048 - and to create sizes >2048 it also slows down loading of the script (as it has to load the surface bitmap files from the disk instead of simply creating them using the APIs - which is quicker but limited to 2048x2048 pixels).
There have been many requests by scripters to raise the limit bitmap sizes can be instantiated with - but no word from the Reaper devs why it hasn't/cannot be done. One is here:
