That should work (I have not tested with TouchOSC, but with another OSC client).
Note that in this case the control should send:
/vkb_midi/0/note/64 100
To trigger note 64 on channel 0 with velocity 100. And then
/vkb_midi/0/note/64 0
So NOT what TouchOSC call "MIDI over OSC".
