Hi Pete,
in the latest release you do not need to install Java; it's all in the ZIP file.
The error you made was to put the files in a sub-folder (named like the ZIP file). Move all files one level up, like:
UserPlugins/reaper_drivenbymoss.lib
UserPlugins/drivenbymoss-libs
UserPlugins/java-runtime
UserPlugins/docs
