Hey timmdrumm.

You didn't mention that you dealt with the Appdata folder. If you haven't yet, then you probably should include that step, just to be thorough.

Appdata is where Reaper stores it's working config files (ie. all your settings).

The path to this folder is usually:

C:\Users\USERNAME\AppData\Roaming\REAPER

Your best bet is to simply close, Reaper, rename the Appdata REAPER folder (REAPER-2021-04-04 is pretty sensible), then reopen Reaper.

Reaper will then recreate this settings folder.

You may also care to first export the Reaper Config files via REAPER > File Menu > Export Configuration.

Reinstallation of earlier settings can be done by manually moving files between the different Appdata folders or automagically via the checkboxes in the Import Configuration command.
