When REAPER native linux has a VST plugin does it send keyboard events as unfiltered X11 events (a), VST events (b), (a) and (b), or something else?

I ask, cause zynaddsubfx does not respond to keystrokes in reaper and the dev was surprised to hear that it's not working.
