Did you already manage to find (or navigate to) the hidden 'C:\Users\<insert your username here>\AppData\Roaming\REAPER' folder yet (where the reaper.ini file should be located) in the Windows File Explorer?
Because if file extensions are hidden, it only shows 'reaper' as filename (instead of reaper.ini):
