True, but in this case the localization code was just missing actually.
So, thanks for the report and please keep on reporting such missing langpack entries!
This is fixed in v5.05pre1, but you'll also need a new template to benefit of the fix, indeed.
I think it's preferable to wait before releasing a new template because there are other goodies in the work.
BTW, when it will make sense and to make things a bit more predictable on your end, I was thinking of updating the template for new REAPER "minor integer versions". For example, I mean updating the template for REPAER v5.1, for v5.2, for v5.3, etc.

Yes, it is preferable to scale things in Windows because it usually comes with a bigger default font than OS X.
OS X should always adapt correctly to things scaled on Windows, but that is often not true the other way around...
