Ah ok, this much is a misunderstanding of the underlying way Reaper looks at things. If you use the theme development tweaker, and you save its changes, that save you just made is a new theme. Unless you named it correctly, the theme adjuster link will now grey out. Reaper will now start making new entries in reaper_themeconfig.ini for changes made in the theme adjuster, from scratch, under your your new theme's name.
