Here is the "Mouse Over" version of the Snap Offset/Identify Sync Point command. Just hover the mouse over any Item(Region), apply the command and move on. Another command that puts the "R" in REAPER.

To toggle this one off, just hover the mouse over the Item(Region) and do the following:
