Ok. I think I just found a workaround for this.
If in my Track Manager, I remove the VIDEO track from the TCP (Track Control Panel), then when my custom action mutes all items, it doesn't mute the items on the tracks that are not displayed on the TCP. Hence the VIDEO remains unmutes.
Here are the items on my custom action:

Item: Select item under mouse cursor
Item properties: Toggle solo exclusive
View: Move edit cursor to mouse cursor (no snapping)
Transport: Play/stop
Loop points: Set loop points to items
SWS: Set Transport repeat state
================================================== ======
so the "Toggle solo exclusive" only works on visible items on TCP.
