While -18dBFS is a good goal for an incoming signal may people do louder or softer as needed. That levels just leaves good headroom for later signal amplification, such as compression, mixing and mastering techniques.

If bringing in audio you are not going to alter, such as from a vinyl record, the level you suggest, -0.5 or so with no clipping ever occurring, should work fine, just don't clip!
