The same goes for the MIDI Editor toolbar. For the other buttons, the tooltip is positioned to the right and below the mouse cursor.
[... and the MIDI Editor transport controls don't have any tooltips]

Just to put it in relation, cursor doesn't cover tooltips when not hovering on the lower edge of the button.
