"Minimize all tracks" indicates a set, but does toggle.

"Minimize all tracks" indicates a set, but does toggle.
The action "View: Minimize all tracks" actually toggles between two states. We already have the action "View: Toggle zoom to minimum height" for this. It should instead simply set it's state, no matter what the state is.
The action "View: Minimize all tracks" toggles it's state which renders this action effectively the same as the action "View: toggle zoom to minimum height". Steps to reproduce: - Create some tracks.
- Increase the height of the tracks.
- Open the action list, search for "View: Minimize all tracks" and run the action. All tracks are now at minimum height.
- Run the action "View: Minimize all tracks" again. All tracks are back at their normal height (bug).
