It is already a time for that

Looking at this issue Marker shortcuts not working if FX chain has focus or this one Num * assigned to rec doesn't work when FX window has focus

I think this is time to do some steps to fix that. The main problem is that when VST/VSTi is focused it does not pass keystrokes to reaper. But some keystrokes should definitely pass into reaper, I am talking about transport (RWD, FF, PLAY, STOP, REC, LOOP) and some other too.
So my proposition is to do something like this in action window
