Clear Type is not Allowed Here...
Clear Type is not applied when MIDI text is small and in all Action Menus

Microsoft's Clear Type (I don't know about Apple's Font Smoothing) is not being applied to small text in the MIDI editor, to any text in the Action Windows, and to the Source Window. This is not due to the 'Faster text rendering...' being on, as it is off here.

Are you really sure that Clear Type should get applied to these small font sizes? AKAIK Clear Type only "kicks in" at larger font sizes!?

Clear Type is allowed at all sizes (large or small), take a look at the volume/pan levels, which are real small...Clear Type is applies (of course you need it on and Text rendering off in REAPER).

If you open up the Word Pad and go real low Clear Type is still applied.

I think we have logic in REAPER to turn off AA for fonts when they're below a certain size. Perhaps that behavior could be optional...

Perhaps, but when it gets really small Clear Type does not work well (i.e. when the MIDI keys are the smallest with text). All the problems above are pretty much fixed, except a problem with the transport clock.

The Default font for the timeline is Microsoft Sans Serif Bold 9 (on Windows only...Roman I think on Mac). It does not allow CT, even though the font supports it. (i.e. I have a modified default theme with the same font and it supports Clear Type with the exact same font, size, and with bold on.

Did you mean "Faster text rendering" in Preferences >> Appearance?

It was already unset, and setting it did not change the envelope tooltips (but the volume / pan values in the TCP was changed).

Here, the envelope tooltips are anti-aliased and the smaller text used for Volume and Pan values are Cleartyped (or plain, i.e. not ClearTyped and not anti-aliased).

... and there's more: the tooltips for the Volume fader and Envelope lane Close button are ClearTyped but the tooltip for Volume envelope point is not:

To me the ClearTyped text looks much, much clearer.

It looks like two different code sections are used for the tooltips; this is the appearance in Windows 7:
