8kHz mono samples (mp3 recording of a phone call) - need to be resampled as 44.1kHz to be played correctly in Reaper
8kHz mono samples (mp3 recording of a phone call) are played with distortion and noises
8kHz mono samples (mp3 recording of a phone call) are played with distortion and noises as a track in Reaper.
The noises are not heard when the same 8kHz mono sample is played in audio player or in Audacity.
Once the same mono 8kHz sample is resampled and exported as a 44.1kHz sample (mp3) and then imported into Reaper, the sample is played correctly in Reaper.
